Record humanitarian aid still short of what's needed
Donors pledged a record $22 billion in humanitarian aid in 2013 -- with $13.2 billion slated for United Nations appeals -- but about one-third of the needs were unmet, says a study by Global Humanitarian Assistance Programme's Development Initiatives. The United Nations Security Council may vote today on a draft resolution authorizing cross-border aid deliveries into Syria regardless of whether government consent was received.
