Top of the Agenda: U.S. Arrests Times Square Bomb Suspect

U.S. officials arrested (NYT) a naturalized U.S. citizen from Pakistan for Saturday's foiled car-bombing plot in Times Square. Connecticut-based Faisal Shahzad was arrested at Kennedy Airport when he tried to board a flight to Dubai. Shahzad had recently returned from a trip to Pakistan. Pakistan's interior minister Rehman Malik said the country would cooperate with U.S. officials. Authorities are investigating any connection Shahzad or others involved had with overseas terrorist groups.

U.S. officials are using the thwarted attack to argue (WashPost) for more surveillance cameras in New York, but the attempted bombing revealed the technology's limits.

Analysis:

On the "Daily Beast," Bruce Riedel says though it is too soon to judge the Times Square plot, there have been numerous plots aimed at U.S. targets, indicating that al-Qaeda still wants to attack the United States.

On "Slate," Fred Kaplan says Saturday's foiled attack shows that--whether a terrorist organization or an individual planned it--the state's response to the crime was adequate. It did not need to treat the event as an "act of war," as Dick Cheney has argued.

New York City Police Commissioner Raymond Kelly details the counterterrorism methods employed by the New York City Police Department for terrorist attack prevention and response.

MIDDLE EAST: NPT Delegates Walk Out on Ahmadinejad

Delegates from the United States, Britain, France, Canada, Hungary, New Zealand, and the Netherlands, among others, walked out on Iranian President Mahmoud Ahmadinejad's UN speech, which may have played to his advantage, TIME reports.

Israel: Under U.S.-backed plans for resuming Middle East peace talks, Israel may consider handing over (Reuters) security responsibilities to Palestinians in more West Bank towns.

While the time isn't ripe for an Obama administration peace plan, the White House should try to reignite proximity talks and possibly work to develop terms of reference and a structure for future final status talks, says CFR President Richard Haass.

PACIFIC RIM: Hatoyama Says U.S. Base Movement Impossible

Japanese Premier Yukio Hatoyama abandoned (AFP) his plan to move the Futenma U.S. Marine Corps base off the island of Okinawa, one of his central election promises.

Thailand: Thai "Red Shirt" anti-government protesters in Bangkok will not back down (WSJ) despite plans to reenter negotiations with the government.

SOUTH AND CENTRAL ASIA: Times Square Plot Could Pressure Pakistan

Any links between Pakistan's Taliban and the foiled Times Square bomb plot could put the country under renewed U.S. pressure (Reuters) to tackle militant groups.

Afghanistan: U.S. Defense Secretary Robert Gates is dispatching (NYT) 850 more American military personnel to Afghanistan as a stopgap measure to fill vacancies needed to train local security forces.

AFRICA: Sub-Saharan Africa Growth to Continue

Sub-Saharan Africa will grow (Reuters) by up to 4.2 percent in 2010 after growing 1.7 percent last year, boosted by thriving telecom and commodity sectors, according to the World Bank.

South Africa: FIFA, soccer's governing body, expects this year's World Cup in South Africa to generate $1 billion in income from commercial deals, raising questions (FT) about whether the organization can spread wealth in the developing world.

AMERICAS: U.S. Bans Fishing Along Gulf Coast

U.S. officials announced a ban (MercoPress) on fishing for at least ten days in the waters off Louisiana and parts of the Florida panhandle due to the oil slick leaking across the Gulf of Mexico. U.S. lawmakers and Gulf Coast residents are growing concerned (WashPost) about BP's compensation for the economic losses stemming from the oil spill.

EUROPE: WSJ Says Greek Bailout Won't Cover Costs

The $147 billion joint EU-IMF Greek bailout will not be sufficient to cover Greece's costs, according to the Wall Street Journal.

The IMF and European leaders have gotten serious about Greece's debt, says CFR's Charles Kupchan. But the crisis also raises concerns about the eurozone's unity.

Iceland: Flights to and from Ireland, Northern Ireland, and parts of Scotland were halted (Guardian) after a new volcanic ash plume drifted south.
