Persecución en Venezuela contra Organizaciones de la Sociedad Civil.

El Secretariado Permanente de la Red Latinoamericana y del Caribe para la Democracia (Redlad) alerta sobre la persecución de Organizaciones de la Sociedad Civil en Venezuela.
El 16 de mayo, Pedro Carreño, diputado del PSUV y Presidente de la Comisión Permanente de Contraloría de la Asamblea Nacional de Venezuela propuso se investigue a las organizaciones Transparencia Venezuela y Monitor Legislativo por estar monitoreando la gestión de las instituciones públicas. La propuesta fue aprobada por la mayoría de la coalición del gobierno en el parlamento, la cual pertenece al oficialista Partido Socialista Unido de Venezuela (PSUV). Esta es una nueva arremetida en Venezuela contra organizaciones de la sociedad civil y contra la libertad de asociación. El clima interno de desacreditación de organizaciones sociales que vive Venezuela es acompañada con estrictos controles para evitar su financiamiento, ataques permanentes, restricciones al registro de organizaciones y limitaciones a sus actividades.
Transparencia Venezuela (capítulo venezolano de Transparencia Internacional), es una organización registrada legalmente en el país, sus informes de estados financieros se presentan de forma abierta y con base en los requerimientos establecidos por ley. En el caso de Monitor Legislativo, es una plataforma de organizaciones, académicos, periodistas independientes y activistas que buscan dar difusión al acontecer parlamentario que surge diariamente en el país.
Ambas organizaciones, se dedican a la promoción de la democracia plena, la rendición de cuentas, la transparencia en la gestión pública, acceso de la ciudadanía a la toma de decisiones, ciudadanía activa, defensa de los derechos humanos y libertades fundamentales (en particular libertad prensa, asociación y expresión). Las actividades de ambas organizaciones se han realizado siempre de acuerdo con la legislación venezolana y han sido objeto de felicitaciones por parte de otras organizaciones. Transparencia Internacional, reconocida organización, ha brindado siempre su apoyo y respaldo a Transparencia Venezuela, lo cual acredita un actuar conforme a la ley.
Las organizaciones perseguidas, han manifestado su voluntad de proseguir con sus proyectos y acciones, debido a que su vocación les impide renunciar a valores e ideales en los que creen profundamente. Su único pecado pareciera el querer una Venezuela transparente, participativa y democrática.
En el caso de Transparencia Venezuela el gobierno de Venezuela ha mantenido un ataque permanente por varios años a nivel nacional e internacional, limitándole incluso la participación en la Organización de Estados Americanos (OEA) y el Mecanismo de Seguimiento de la Implementación de la Convención Interamericana contra la Corrupción (MESICIC). Lamentablemente, la OEA ha permitido esto convirtiéndose en cómplice de esta persecución.
Esta amenaza en Venezuela, viola abiertamente la Resolución sobre Libertad de Asociación y reunión aprobada por la OEA en su Asamblea General de San Salvador en el año 2011. Viola el Pacto de San José y el Pacto Internacional de Derechos Civiles y Políticos.
El Secretariado Permanente de la Red Latinoamericana y del Caribe para la Democracia, plataforma de impulso a la democracia y los derechos humanos, integrada por más de 450 organizaciones de la región. Capítulo Regional del Movimiento Mundial por la Democracia (WMD) y Miembro Oficial del Foro de Sociedad Civil de la Organización de Estados Americanos:
- Hace un llamado a la Asamblea Nacional de Venezuela para que detenga las pretensiones de miembros del PSUV de llevar a cabo una persecución que busca neutralizar a las organizaciones de la sociedad civil que observan y monitorean el ejercicio democrático y el respeto de los derechos humanos en Venezuela. Iniciativas como el controversial anteproyecto de Ley de la Cooperación Internacional, las leyes de contenido, las leyes de limitaciones de actividades de organizaciones de sociedad civil son y han sido intentos explícitos del gobierno del presidente Chávez para acabar con la libertad de asociación e impedir que la sociedad civil ejerza controles democráticos.
- Urge a la sociedad civil venezolana, partidos políticos y ciudadanos en general, a exigir el firme respeto de los derechos a la libertad de asociación y expresión, a la vez que se dé un cese inmediato de la persecución sistemática contra organizaciones sociales emprendida por el gobierno.
- Insta a los gobiernos democráticos, organizaciones internacionales, medios de comunicación masiva y personas de prestigio internacional para que difundan la triste realidad venezolana y exijan el respeto de los derechos emanados y consagrados en el Pacto Internacional de Derechos Civiles y Políticos, la Declaración sobre los Defensores de los Derechos Humanos de la Organización de las Naciones Unidas y la resolución sobre Libertad de Reunión y Asociación aprobada en 2011 en Asamblea General de la OEA.
- Solicita al Relator Especial sobre Libertad de Asociación de la Organización de Naciones Unidas que inmediatamente se pronuncie.
- Solicita al Secretario General de la OEA que contribuya para que se acabe la persecución a organizaciones de la sociedad civil y defensores/as de derechos humanos en las Américas.
- Finalmente, brinda su solidaridad con las organizaciones perseguidas, a las cuales manifiesta su apoyo y respaldo ante pretensiones autoritarias gubernamentales que sepultan cada vez más la débil democracia venezolana.

The Permanent Secretariat of Latin American and Caribbean Network for Democracy (Redlad) warns about the persecution of Civil Society Organizations in Venezuela.
On May 16, Pedro Carreño, a member of PSUV and President of the Standing Committee of the Comptroller of the National Assembly of Venezuela proposed an investigation into organizations Transparencia Venezuela and Monitor Legislativo by monitoring the management of public institutions. The proposal was approved by a majority of the governing coalition in parliament, which belongs to the ruling United Socialist Party of Venezuela (PSUV). This is a new attack in Venezuela against civil society organizations and the freedom of association. The internal climate of discrediting social organizations in Venezuela is accompanied by strict controls to prevent funding, registration of trade restrictions and limitations on their activities.
Transparencia Venezuela (Venezuelan chapter of Transparency International), is a legally registered organization in the country, reports of financial statements are presented in an open and based on the requirements established by law. Monitor Legislativo is a platform for organizations, academics, independent journalists and activists seeking to make public the parliamentary events that arising daily in the country.
Both organizations are dedicated to the promotion of full democracy, accountability, transparency in public management, public access to decision making, active citizenship, human rights and fundamental freedoms (including freedom press, association and expression). The activities of both organizations have been provided in accordance with Venezuelan law and have received congratulations from other organizations. Transparency International, recognized organization, has always given its support and endorsement of Transparency Venezuela, that certifies that its actions are under the law.
Both organizations have expressed their desire to pursue their projects and actions, because their vocation prevents them from giving up values and ideals they believe in deeply. His only sin seems to want a Venezuela transparent, democratic and participatory.
In the case of Transparencia Venezuela, Venezuela's government has maintained a permanent attack for several years nationally and internationally, limiting even its participation in the Organization of American States (OAS) and the Mechanism for the Implementation of the Convention against Corruption (MESICIC). Unfortunately, the OAS has allowed these actions, becoming itself in complicit of the persecution.

The Permanent Secretariat of Latin American and Caribbean Network for Democracy, a platform for advancing democracy and human rights, comprising over 450 organizations in the region. Regional Chapter of the World Movement for Democracy (WMD) and Official Member of the Civil Society Forum of the Organization of American States:
- It calls to Venezuela's National Assembly to stop the actions of members of the PSUV to carry out a persecution that seeks to neutralize the civil society organizations by the reason of observe and monitor the exercise of democracy and respect for human rights Venezuela. Initiatives such as the controversial draft Law on International Cooperation, content laws, the laws of limitations of activities of civil society organizations are and have been explicit attempts of President Chavez to end the freedom of association and prevent the civil society is exercising a democratic control.
- Urges the Venezuelan civil society, political parties and citizens in general, to require a strong respect for the rights to freedom of association and expression, while giving an immediate ending to the systematic persecution of social organizations undertaken by the government.
- Urges democratic governments, international organizations, mass media and people of international renown to spread the sad situation in Venezuela and demand the respect for the rights arising in the International Covenant on Civil and Political Rights, the Declaration of Defenders of Human Rights of the Organization of United Nations and the Resolution on Freedom of Assembly and Association that adopted OAS General Assembly in 2011.
- Requests the Special Rapporteur on Freedom of Association of the United Nations Organization to talk about the theme.
- Requests the Secretary General of the OAS contribute to ending to the persecution of civil society organizations and advocates human rights in the Americas.
- Finally, it offers its solidarity with the persecuted organizations and claiming against to the authoritarian government are searching bury the Venezuelan democracy.
