Top of the Agenda: Terror Plots Linked in Norway, U.S., Britain

Three suspected al-Qaeda members (AP) were arrested in Norway and Germany in a suspected terrorist plot linked to similar plans in New York and England. One suspect was a 39-year-old Norwegian of Uighur origin living in Norway. The others included a 37-year-old Iraqi and a 31-year-old Uzbek citizen, both permanent residents of Norway. Officials believe the suspects were planning attacks with portable bombs similar to the ones involved in last year's thwarted suicide attack in the New York City subway. A related plot was revealed Wednesday in Manchester, England. Officials believe the Norway plan was organized by Salah al-Somali, one of the masterminds of the New York subway plot who was killed in a CIA drone attack last year. U.S. and Norwegian counterterrorism officials worked closely together to unravel the Norwegian plot.

U.S. prosecutors charged senior al-Qaeda leader Adnan el Shukrijumah (WSJ) Wednesday for recruiting and directing three U.S. citizens to carry out suicide bombings in September 2009.

Analysis:

On CBSnews.com, Phil Hirschkorn says although Shukrijumah has been among the FBI's most sought-after suspects for seven years, this is the first time that formal, public charges have been levied against him. Compared to his al-Qaeda profile, the scope of the charges are rather small.

MIDDLE EAST: Iraq Bombers Kill 12 during Shiite Pilgrimage

Bombs killed at least twelve people in Baghdad (CSMonitor) on the final day of a Shiite religious festival, after a larger assault targeting Shiites killed as many as sixty people Wednesday.

Yemen: In its latest response to attacks from anti-government militants, Yemen sentenced to death (WSJ) two men identified as al-Qaeda members who were convicted of killing military and security officials.

PACIFIC RIM: China Blocks UN Effort against N. Korea

China is blocking a UN Security Council move to condemn North Korea for the March sinking of a South Korean warship, reports the Wall Street Journal.

China is unlikely to exert more pressure on North Korea, so Washington should redirect its own role in brokering inter-Korean peace and engaging Pyongyang, says CFR's Nicole E. Lewis.

Australia: East Timor Prime Minister Xanana Gusmao said his government was open to discussing Australia's proposal (AFP) to process Australia-bound asylum seekers in East Timor, an attempt to stem the tide of refugees flooding into Australia.

SOUTH AND CENTRAL ASIA: Maoist Rebels Kill Seven in India

Maoist rebels killed seven people (BBC) in a wave of attacks in India, in protest of last week's killing of their No. 2 leader, Cherukuri Rajkumar.

Afghanistan: Corruption in Afghanistan (WashPost) has soared in recent years, especially in rural areas where NATO forces are trying to weaken the Taliban and strengthen local government, according to a new survey by the Kabul-based anti-corruption group Integrity Watch Afghanistan.

Pakistan's latest moves to exert influence in Afghanistan, including possibly brokering talks with militant Taliban allies, could pose difficulties for U.S. stabilization efforts, says CFR's Daniel Markey.

AFRICA: Developing Islamic Nations to Boost Trade

Eight developing Islamic economies (Reuters), including Nigeria, Iran, and Pakistan, are meeting in Nigeria to discuss creating business ties and reducing trade barriers.

Liberia: The Liberian government signed an agreement with the U.S. Millennium Challenge Corporation (MCC) for a $15 million grant (allAfrica) to improve the country's land rights and access, girls' primary education, and trade policy.

AMERICAS: Cuba to Release 52 Political Prisoners

Cuba has agreed to release fifty-two political prisoners (MiamiHerald) in response to mounting international pressure, which could cut the number of political prisoners held there by one-third.

The United States and Russia could be preparing the largest U.S.-Russia spy swap (LAT) since the end of the Cold War, as the two countries move accused or convicted spies following a U.S. case involving ten suspected Russian deep-cover agents.

EUROPE: EU Gives U.S. Bank Data Access

The European Parliament backed a new deal to allow U.S. anti-terror investigators (BBC) to access Europeans' bank data, after blocking a previous agreement in February.
