Top of the Agenda: Vatican Tightens Sex Abuse Rules

The Vatican tightened its rules for disciplining cases of alleged sex abuse (WSJ). The Vatican is also considering guidelines advising bishops how to report alleged cases to civil authorities and how to prevent abuse. But there is concern that forcing bishops to report all allegations could lead to false accusations in some countries. The measures double the statute of limitations for sex-abuse allegations to twenty years from a victim's eighteenth birthday, drop requirements that clerics act as judges in church trials, and allow the dismissal of time-intensive church trials to defrock abusive priests administratively instead. Victims' advocates criticized the revisions for not requiring bishops to report sexual abuse to civil authorities.

The revisions also said that ordaining women (NYT) was as grave an offense as pedophilia, punishable by defrocking, rather than excommunication. The move signaled the Vatican's resistance to the idea that pedophilia within the church can be addressed by ending its celibacy requirement or by allowing women to become priests.

Analysis:

A statement issued by the Women's Ordination Conference says the church's decision on ordaining woman “was made out of fear of our growing numbers. The Vatican is using this attempt to extinguish the widespread call for women's equality in the church.”

The new Vatican document was released just days after the Church of England voted in favor of legislation to consecrate women bishops (BBC), suggesting a pointed message to Anglicans.

MIDDLE EAST: Suicide Bombers Kill 27 in Iran

The death toll from twin bombings outside a mosque in southeast Iran rose to twenty-seven. The Sunni insurgency group Jundollah claimed responsibility for the attack (LAT) in retaliation for the execution of their leader by Iranian authorities last month.

Iraq: The United States handed over its final detention center (WashPost) in Iraq to Iraq's justice minister, as human rights groups and Iraqis worry detainees will be subject to abuse.

PACIFIC RIM: China Pledges Commitment to Euro

Following a meeting with German Chancellor Angela Merkel, Chinese premier Wen Jiabao said China intends to continue buying euro assets (BBC) despite recent fears over debt woes in Europe, a key export market for Chinese manufacturer.

Australia: Australia's prime minister Julia Gillard plans to call a general election (SydneyMorningHerald) for the end of August, three weeks after taking over from her predecessor Kevin Rudd.

SOUTH AND CENTRAL ASIA: Pakistan-India Talks Disintegrate

Pakistan accused India of limiting a rapprochement process (AFP) by refusing to discuss some of the thorniest issues dividing the nuclear rivals. India accused Pakistan's intelligence agency of orchestrating the 2008 Mumbai attacks. Separately, a bomb exploded in a busy car market in Pakistan's Khyber tribal district (AFP), killing 10 civilians.

Afghanistan: A NATO airstrike killed a Taliban commander (AP) responsible for a suicide attack on a U.S. aid program in northern Afghanistan. Another raid killed an insurgent who smuggled in foreign fighters through Iran.

AFRICA: Zimbabwe Gets Diamond Export Agreement

The Kimberley Process, the international body that oversees the trade of “blood diamonds,” (BBC) will allow Zimbabwe to resume limited exports from new diamond fields in the country's east, after it suspended its diamond exports in November due to allegations of atrocities.

Uganda: Uganda said it is prepared to send an additional two-thousand peacekeeping troops to Somalia (Reuters) despite threats from al-Shabaab extremists of more attacks if peacekeepers are not withdrawn.

AMERICAS: BP’s Well Cap Intact on Day Two

BP's disasterous oil well in the Gulf of Mexico remained capped for a second day (NYT) Friday, a hopeful sign that the pressure inside the capped well would continue to hold.

In the wake of the Gulf spill, the United States should craft regional pacts with its neighbors to address pollution and liability issues arising from ever deeper oil and gas exploration, says expert Caitlyn Antrim.

United States: The U.S. Senate approved a sweeping overhaul of financial regulation (WashPost), a legislative victory for President Barack Obama.

The U.S. Senate's approval of financial overhaul legislation could lead to sweeping reforms for the financial industry, but it also leaves lobbyists and regulators tasked with fleshing out the details.

EUROPE: Dutch Can Ban Foreigners from Coffee Shops

The EU's top court ruled that a Dutch city was within its rights to bar so-called coffee shops from selling marijuana and hashish to foreigners in an effort to clamp down on drug tourism (WSJ).

EU: EU member states unanimously approved commission proposals that would have carbon-emitting industries buy half (EUObserver) of their emission allowances from 2013 onwards, which companies currently receive for free.
