Top of the Agenda: Obama, Netanyahu Meet in Washington

U.S. President Barack Obama and Israeli Prime Minister Benjamin Netanyahu will meet (Reuters) at the White House to mend ties after a period of rocky relations over Israeli settlement policy. The meeting--postponed a month ago after a controversial Israeli raid on a Gaza aid flotilla--may help restart suspended direct peace talks between Israel and the Palestine. Iran's nuclear program will be high on the agenda, but it remains unclear whether Netanyahu will extend beyond September a ten-month Israeli moratorium on new housing in Jewish settlements in the West Bank.

Another deadline driving U.S. officials is the Arab League's four-month window, through mid-September, for Palestinian President Mahmoud Abbas to show advances toward Palestinian statehood (WSJ) from indirect talks with Israel. Without a new endorsement, Abbas is unlikely to continue negotiations. Obama will press Netanyahu on the issues involved in creating a Palestinian state to help Abbas sell the idea of direct talks to skeptical neighboring Arab states.

The meeting comes a day after Israel confirmed it would allow more consumer goods to enter the Gaza Strip (BBC), which the White House called a "significant step" forward.

Analysis:

CFR's Robert Danin says that today's meeting between Netanyahu and Obama will focus on averting a breakdown in peace negotiations in light of September's two crucial deadlines.

In the Jerusalem Post, Ari Harow says Israel and the United States should renew their commitment to common ideals like fighting Islamic fundamentalism.

MIDDLE EAST: Biden Leaves Iraq After Govt Meetings

U.S. Vice President Joseph Biden left Iraq (WashPost) after a three-day visit where he urged Iraqi officials to speed up the pace of the formation of the Iraqi government.

PACIFIC RIM: Thailand Extends Emergency Rule

Thailand's government extended emergency rule (Guardian) in roughly one-third of the country, including Bangkok, due to lingering fears of unrest by Red Shirt protesters.

Australia: Australian Prime Minister Julia Gillard proposed stemming the tide of asylum seekers to Australia (AP) by making East Timor a hub for processing UN refugee claims.

SOUTH AND CENTRAL ASIA: Sri Lankans Protest UN Inquiry

Hundreds of pro-government protesters tried to enter Sri Lanka's UN offices due to a UN investigation into alleged rights abuses (al-Jazeera) during the war against Tamil Tiger fighters.

India: Protests against a recent increase in fuel prices (NYT) shut down markets, schools, airports, and businesses across India Monday, resulting in violence in some cities and thousands of arrests.

AFRICA: African Leaders Call for UN Somalia Force

At a meeting in Addis Ababa, East African leaders urged the UN (BBC) to replace the beleaguered African Union peacekeeping mission in Somalia.

Congo: Congolese President Joseph Kabila declared a period of national mourning (IndependentOnline) after a devastating fuel truck explosion killed at least 238 people in the eastern town of Sange.

AMERICAS: BP Oil Recovery Efforts Fall Short

Since the Gulf of Mexico oil spill began, BP has skimmed or burned roughly 60 percent of the amount it promised regulators it could remove in a single day, reports the Washington Post.

In the wake of the Gulf spill, the U.S. should craft regional pacts with its neighbors to address pollution and liability issues arising from oil and gas exploration, says expert Caitlyn Antrim.

Mexico: Mexican voters (NYT) turned out in relatively large numbers in local elections over the weekend, despite attempts by Mexican drug lords to tamper the process.

In Foreign Affairs, Robert Bonner says Mexico is currently suffering from the same sort of drug-related violence that plagued Colombia during the 1980s. Mexico and the United States can learn a great deal from Colombia's example, including that they must build law enforcement capacity and not rely solely on military force.

EUROPE: Poland's Komorowski Wins Presidency

Poland's ruling Civic Platform candidate Bronisx142;aw Komorowski won the presidential run-off (Economist) with Jarosx142;aw Kaczyx144;ski, leader of the opposition Law and Justice Party, with 52.63 percent of the vote.

France: The French parliament begins debating (BBC) plans to ban women from wearing full Islamic veils in public.
