Global HIV/AIDS gains could be lost amid funding crises

The severe funding crisis at the public-private Global Fund to Fight AIDS, Tuberculosis and Malaria -- the world's largest financial backer of HIV treatment and prevention programs -- coupled with a drop in international donations to battle the disease is putting at risk the gains over the past decade toward achieving an AIDS-free generation. In South Africa, the world's largest anti-retroviral drug treatment program is especially vulnerable, even as the numbers of those saved by the drugs has more than doubled from 678,500 to 1.5 million over the past two years. The potential withdrawal of Canada from the Kyoto Protocol, hinted at by the country's environment minister at UN climate talks in Durban, South Africa, would likely be the death knell of the only global treaty compelling rich countries, by law, to reduce emissions of greenhouse gases. European Union plans to impose limits on emissions by international airlines beginning in 2012 were being portrayed by some countries, including China, Venezuela and Japan, as yet another obstacle to a new treaty.
