Report: Change African trade rules on food to spur growth

African farmers provide only 5% of the continent's cereal imports, and a World Bank report says that easing trade rules and fees among countries would encourage cross-border commerce in food -- and generating $20 billion annually for governments. "Too often borders get in the way of getting food to homes and communities which are struggling with too little to eat," said Makhtar Diop, the bank's vice president for Africa. • Escaping the resource curse: Will Africa invest?
Over-reliance on mineral resources and political corruption threatens to mire African countries in a cycle of the "resource curse," making them highly vulnerable to market forces, according to a paper from the European Centre for Development Policy Management. Angola and Nigeria are cited, as each has less than 3% of the world's oil and gas but garner nearly all export revenue from the resources. • Gas flares waste energy, add to carbon emissions
An estimated $50 billion in natural gas is wasted each year by the world's top oil-producing countries through flaring, according to the World Bank. The emissions from gas flares contribute about as much to climate change as the economy of Italy. "Given the need for energy in so many countries -- 1 in 5 people in the world are without electricity -- we simply cannot afford to waste this gas any more," said Rachel Kyte, the bank's vice president for sustainable development. A Russian opposition activist says he was abducted last week while seeking asylum in Ukraine, then transferred to Russia, where he was allegedly tortured and forced to sign a 10-page confession to planning mass unrest. Rights groups say that the episode recounted by Leonid Razvozzhayev is indicative of a broader intimidation campaign by Russian authorities, who also have begun criminal cases against prominent protest leaders. • Children are a neglected casualty of Pakistan conflicts
Nearly 1,000 schools have been destroyed since 2006 in the tribal regions of Pakistan, displacing families and tens of thousands of children, dozens of whom died last year from "landmine explosions, roadside bombs, shelling and targeted attacks," the BBC reports. Pakistan has ratified three conventions related to children, but compliance has been slow ahead of a review at the United Nations Human Rights Council.
