Top of the Agenda: Haiti Quake Conditions Worsen

Rescue efforts are becoming more complex (WashPost) in the aftermath of Haiti's devastating earthquake, with survivors scrounging for water, food, and medical attention and air traffic growing as more supplies and rescue teams arrive. A Haitian Red Cross official estimated the death toll to be as high as fifty thousand. Thirty-six U.N. workers were found dead; Nearly two-hundred others, including mission chief Hédi Annabi and his chief deputy, Luiz Carlos da Costa, were still missing. U.S. President Barack Obama pledged $100 million in aid to Haiti and said the country's long-term recovery is a top U.S. priority.

There were reports of looting and skirmishes over water and food. Haitian President René Préval said 7,000 people had been buried (NYT) in a mass grave, as corpses mounted outside the city's morgue. Leaders of Miami's Haitian community say they are bracing for an exodus (WSJ) of Haitian refugees to arrive by sea.

Analysis:

U.S. News and World Report lists ten ways to donate to relief efforts in Haiti.

In the Independent, British Prime Minister Gordon Brown argues the Haiti disaster should be a reminder to rich countries of the need to aid the world's poor, especially on climate change and education.

A Times of India editorial contends the worsening situation in Haiti indicates the lack of preparedness in responding to earthquakes globally.

A Miami Herald editorial says the U.S. government should waive work permit fees for U.S.-based Haitians to allow them to earn money to send to relatives and friends in Haiti. It should also grant temporary protected status to Haitians to allow them to live and work in the United States without fear, the editorial says.

In this CFR expert brief, Kara McDonald says Haiti's earthquake lays bare woeful political and economic dysfunctions, but in the global disaster response, there is a chance to get aid right.

In this CFR podcast, Edward Luck, vice president and director of studies at the International Peace Institute, says Haiti's horrific earthquake is a setback for the country's slowly improving development. While international efforts are important, especially in providing relief, over the long-term, he argues Haitians must drive their own development.

MIDDLE EAST: Jordan Bombing

Jordanian authorities arrested a man (al-Jazeera) suspected of planting a roadside bomb targeting Israeli diplomats near Jordan's capital, Amman.

Yemen: The Yemeni government says it is negotiating the terms (WSJ) for surrendering Anwar al Awlaki, the U.S. born cleric connected to the alleged Christmas Day bomber.

PACIFIC RIM: China-U.S. Relations Over Google

Chinese officials asked Google and other foreign investors to abide by its rules and regulations but said Google's decision on its China operations would not likely affect (WSJ) China's trade relations with the United States.

In this podcast, CFR's Adam Segal says Google's possible withdrawal from China has consequences for the future of the worldwide web, such as the possibility of a world of separate Internets.

North Korea: North Korea accepted (BBC) the first offer of food aid from South Korea in two years, possibly a sign that Pyongyang is looking to improve relations with the South.

SOUTH AND CENTRAL ASIA: Terror Plot Charges

U.S. authorities charged three men (Hindu) with plotting an attack on a Danish newspaper and helping to plan the November 2008 Mumbai attacks.

Pakistan: RFE/RL will begin broadcasting in the local Pashto dialects to Pakistan and the border regions between Afghanistan and Pakistan as an alternative to the growing number of Islamic extremist radio stations in the region.

AFRICA: Guinea Political Crisis

Guinean military officials are calling for the return (BBC) of injured coup leader Moussa Dadis Camara who arrived in Burkina Faso, some say against his will, after being treated for head wounds in an assassination attempt.

Nigeria: The Nigerian House of Representatives ordered an investigation (ThisDay) of Nigeria's inclusion on the United States' terror list following the averted Detroit airline bombing.

AMERICAS: U.S. Bank Bonus Controversy

Despite the Obama administration's decision to tax the country's largest banks, many will begin to announce (WashPost) big bonus payouts Friday as public anger mounts over Wall Street compensation.

EUROPE: Greek Economy

The European Central Bank issued sharp warnings (FT) to Greece to bring down its debt level from nearly 13 percent to less than 3 percent of gross domestic product, as the country outlined its three-year plan to cut its budget deficit on national television.

Ukraine: The Economist reports that a runoff is likely in Ukraine's January 17 presidential elections due to widespread disappointment in the country's politicians and the Orange Revolution.
