Reduced UN budget reflects global austerity

UN Secretary General Ban Ki-moon is pledging more cuts in coming months to the 2012-13 UN budget that already has been cut from $5.41 billion to $5.15 billion -- only the second time in 50 years that the budget has been reduced from prior levels. "Governments and people everywhere are struggling," said Ban, referring to the economic crises in major donor countries. "With all eyes on palace intrigue in Pyongyang, very few people seem to be paying attention to a mounting humanitarian emergency outside the capitol city. Humanitarian groups ... have been on the ground in North Korea ... warning that food supplies in North Korea will run out within months. ... Unless something changes, we can see mass starvation in North Korea within months."

Economic growth in parts of Africa over the past decade has allowed developing countries there to withstand the global economic downturn surprisingly well, writes Owen Barder, director for Europe at the Center for Global Development. Total income has been rising by 5% annually in 17 African countries as a result of a number of factors, notably a new generation of leaders, the end of the continent's debt crisis, business-friendly policies, new technologies, the spread of peace and strong demand for natural resources. Gender equality in four key areas -- education, health, workforce and rights -- is improving across the world, according to a new report from the World Bank. In the last two decades, dozens of countries in Africa and Latin America have passed legislation protecting women's civil and political rights, and Saudi Arabia is now the only country in the world that maintains restrictions on women voting. • Rise in assaults on Somali women, girls
Aid workers and UN officials are reporting an alarming increase in incidences of rape and sexual abuse against women and girls in southern Somalia, primarily at the hands of the militant group al-Shabab. But the displacement of thousands of women as a result of famine has made them vulnerable to attacks by other men, too, especially in lawless refugee camps where they are preyed upon by rogue militiamen and even government soldiers. The administration of U.S. President Barack Obama must refocus attention on climate change and demonstrate real leadership on the issue despite a looming presidential election, Timothy E. Wirth, President of the United Nations Foundation, says in this interview. Obama should work during 2012 to build a coalition of support for definitive climate change action that can be implemented during a second term, according to Wirth. The situation in the restive city of Homs is "reassuring" on the whole, yet "not good" in some districts, Mustafa al-Dabi, the Sudanese general leading the Arab League mission to Syria, said on Tuesday. However, Dabi may not be in the best position to serve as a human rights monitor, because of his association with the janjaweed militias in Sudan that allegedly perpetrated crimes against humanity.
