UN disaster-fund shortfall reflects unpreparedness

Wealthy countries are not paying enough into the UN's Central Emergency Response Fund, which was designed by the world body to speed up relief in crisis zones. The situation leaves much of the world "dangerously unprepared" for future disasters, said Andrew Mitchell, the U.K.'s international-development secretary. Many countries are opting to wait for events to happen before offering money, said Mitchell, who noted an anticipated $70 million shortfall for 2012. • Chaos reigns in the Syrian city of Homs
The Syrian city of Homs is chaotic and verging on lawlessness in the wake of months of civil strife pitting the government of Bashar Assad against a growing rebellion that increasingly is taking on sectarian forms. The first international monitors were set to arrive today, and eyewitness reports indicate that Syrian army tanks withdrew from the city of 1 million ahead of their arrival.
