The United Nations International Labour Organization is asking wealthy countries to contribute $20 billion to a fund that would provide a social safety net for vulnerable people in the 48 least developed countries. Those governments would be expected to contribute the other two-thirds of the overall $60 billion cost, or about 6% of gross domestic product. "This is an investment, not a handout. ...
