Irina Bokova, head of UNESCO, said on Tuesday that the yearlong U.S. suspension of funding -- $72 million, or some 22% of its budget -- is "crippling our capacity to deliver." A hiring freeze, spending cuts and fundraising have not offset the loss in funding, which was a U.S. response to the UN agency offering the Palestinians full membership.
