The investigators recommend that Mexico act to boost protection, prevention and prosecution standards to stymie threats against journalists. In a two-hour assault from Basra to Mosul, insurgents unleashed a devastating series of car bombs and roadside explosives, destroying a police station in Baghdad and killing dozens across Iraq. The assault, which comes a week before the end of U.S. combat operations in Iraq, suggests that despite efforts to train and prepare Iraqi forces to take responsibility for security, insurgents are still able to unleash attacks anywhere in the country.
