ITU makes appeal without usual safeguards

The UN International Telecommunication Union has appealed for infrastructure aid for beleaguered Pakistan by asking donors to wire money directly to either a Pakistani or Swiss bank account. The UN of late has placed great importance on the ability to monitor how aid funds are spent, making the ITU request an unusual one. The ITU operated independently and is able to make its requests as it sees fit, according to the UN's chief spokeswoman in Geneva, Corinne Momal-Vanian.     United Nations Secretary-General Ban Ki-moon has called on two top aides to investigate violent sexual assaults on 150 women and infant boys in the Democratic Republic of Congo. The mass assault reportedly occurred over a four day period beginning July 30 within 10 miles of a UN peacekeeping base. UN Assistant Secretary-General for Peacekeeping Atul Khare is expected to head for the DR Congo immediately, while Margot Wallstrom, special representative for sexual violence in conflict, will coordinate UN response to the incident.   • Wave of explosions across Iraq kills dozens
    In a two-hour assault from Basra to Mosul, insurgents unleashed a devastating series of car bombs and roadside explosives, destroying a police station in Baghdad and killing dozens across Iraq. The assault, which comes a week before the end of U.S. combat operations in Iraq, suggests that despite efforts to train and prepare Iraqi forces to take responsibility for security, insurgents are still able to unleash attacks anywhere in the country.
