The UN agency the International Labor Organization released a report that found 81 million out of the 620 million people aged 15 to 24 in the workforce were unemployed at the end of 2009. Unemployment as a consequence of the global economic crisis is striking disproportionately at younger workers, according to the ILO. The present situation has the potential to create a " 'lost generation' comprised of young people who have dropped out of the labor market, having lost all hope of being able to work for a decent living." In a study published 13 years ago, two Chinese scientists predicted that aggressive deforestation in Gansu province would lead to landslides due to soil erosion. Government-run timber companies cut more than 300,000 acres of forest along the mountainous slopes of Zhouqu county between 1952 and 1990, exposing the slopes to soil erosion. Russian authorities have moved an advanced surface-to-air missile system into Georgia's troubled Abkhazia province. Abkhazia's drive for independence sparked a brief war between Russia and Georgia in 2008 that saw Russian troops enter the region. Georgia has called the new deployment a violation of the agreement that ended 2008's hostilities. Doku Umarov, leader of the Chechen rebellion, may have rescinded a message he recorded earlier broadcasting his retirement -- a reversal that may indicate deep ideological divisions within the Chechen militant faction. While Umarov has embraced global jihad, his chosen successor, Aslambek Vadalov, is said to favor a return to the vision of the Chechen insurgency as an independence movement vis-a-vis Russia. Umarov's re-emergence from jihadi retirement may reflect a rift with Vadalov, who might return the movement to its stance before Umarov embraced a global view in 2007.
