Binding climate treaty is again on the table at Durban talks

The first week of climate negotiations in Durban, South Africa, ended with environmental groups and negotiators from nearly 200 countries again talking about the need for a binding international treaty. Christiana Figueres, the UN climate chief, said she believes countries can break the deadlock, while an EU plan to establish a new treaty to replace the Kyoto Protocol was meeting opposition from India and other developing countries.
